Base is short dark feather with a crown extension of white and black feathers which drapes down on the right side. As for the condition there some glue showing in the front just under the feather swag. I have photographed this area closely. Otherwise a beauty! Inner circumference is 21 inches. Measuring on the outside, side to side is 17 inches. Label is Gay Paree. Alley Cats Vintage is a
